I have a 3524 switch that constantly is up/downing on certain interfaces. These interfaces are VLAN'd and have VoIP phones plugged into them. Their power is through a module, not the interface.
You may want to check for speed/duplex mismatches. If the phones are hard-code to 100/FD, be sure to do the same on the switchports.
Check the counter on those interfaces for incrementing errors.
