Unable to send voice messages after recorded - IP Phone

IP phones configured with voice message feature were unable to send any voice messages to each othe;replied by the system "This system is temporary unable to complete your call, call again later." after select send message option; phones with no Voice Message configured were able to leave voice messages on those with voice messages configured. Please enlighten. Thanks.

Service url on the phone correctly points to CUE and is correct and Authentication url on the on the enterprise parameter on the ccm has ip address instead of host name and is resolvable.
