The most common cause of this symptom is that the config register has been set to 0x2142 which causes the router to ignore startup-config at boot time.

The easy way to check the setting of the config register is to do show version and look down toward the bottom of the display where it should show the config register value.

If it is 0x2142 then you should change it to 0x2102.
