problem: remote end of non failed side black holes out the bgp interface for almost a full minute waiting for big daddy to converge. (we've lowered timers bgp to 12 36)

Question: If I had some new 2811's deployed that were OER capable would this not help the situation???

For a dedicated VPN backup, BGP would not be a bad choice as it would make things more simpler to understand and trouble shoot because the primary links will be BGP--secondly you can have iBGP connection between the Primary and backup and perhaps could tweak some routes to use backup route only in futurehttp://www.cisco.com/en/US/netsol/ns341/ns121/ns193/networking_solutions_white_paper09186a008009d67f.shtml
