3750 OSPF Problem

We were doing power maintenance in the middle of the night last night and my 3750 wanted to come up and not pass ospf traffic. It seems the database is mucked up but I am not sure. I have tried clearing ospf and redoing it with the same results. I have tried to reboot it multiple times, but it still happens. Here are my errors in the log:

Jan 30 10:21:33 10.100.248.21 785: Jan 30 10:21:32: %OSPF-5-ADJCHG: Process 3000, Nbr 10.200.1.1 on Vlan75 from EXSTART to DOWN, Neighbor Down: Too many retransmissions

Jan 30 10:22:33 10.100.248.21 790: Jan 30 10:22:32: %OSPF-5-ADJCHG: Process 3000, Nbr 10.200.1.1 on Vlan75 from DOWN to DOWN, Neighbor Down: Ignore timer expired

Jan 30 10:24:53 10.100.248.21 791: Jan 30 10:24:52: %OSPF-5-ADJCHG: Process 3000, Nbr 10.200.1.1 on Vlan75 from EXSTART to DOWN, Neighbor Down: Too many retransmissions

any trouble shooting steps would be appreciated. There is good connectivity and all.

MTU size mismatch comes to mind. Also check if OSPF authentication (if any) configured properly.

Make sure your timers are the same as the rest of the routers in the ospf domain.
