Would a good description of the throttle variable in the sh int x/x command be : The number of times the router had to drop packets because it could not process them (due to buffer being full, etc)?

Yes, the number of times that the router throttled an interface, actually preventing further packet processing, to allow a serious congestion situation to subside.
