If I have two route patterns like this:
[2-9]xx[2-9]xxxxxxx and 82!, and called party is 8204562345. which route pattern will match?

i'd say it would be [2-9]xx[2-9]xxxxxxx since by definition ! matches one or more digits in the range 0 through 9.
as per this doc

The route pattern 91! routes or blocks all numbers in the range 910 through 91999999999999999999999.
the other pattern has a limited amount of digits and thus can be considered as a best match

But I tested and it actually used 82!. I think because it matches 8 and 2 specifically in the 82!, which is the most closet match.
