We have Windows 2003 Active Directory and Radius (Funk Software). We setup the user accounts in Active Directory to expire every 90 days. Is there a way to let the users change the password themselves after logging in to Cisco VPN client? We have been changing the password for them. These users do not have email accounts and they belong to the Domain Users group.

Winlogon loads the GINA early in the boot process. The GINA is responsible for processing SAS events and activating the user's shell. The GINA can generate SAS events in some instances. Because of the logon process it is not possible to make calls to the GINA and re-execute the user's shell required to update the password.
