A couple of 6500/7600 QoS questions?

If I configure a policy-map and attach the service-policy to an interface without the global "mls qos" first, would the QoS policy still function for the interface?

If I have a policy-map configured however not attached to any port or vlan or port-channel interfaces, does it equate to no QoS configuration at all?

Another question: if there are more than one actions speficied under a policy-map, what's the order of actions that will take place? the same order as they show up in the config?
