About access CCM4.1(3) Tomcat Web Application Broswer

I use IPMA service in CCM4.1.3 then modify some configuration and need to restart service. But I can't use stop/start in service activation menu.How can I access Cisco Tomcat Web Application broswer?

have you tried restarting the Tomcar service from the windows services?

then try the url

check the cisco tomcat is started and not anything like stopping
