I can't speak too much about local dialing in Hong kong, so I googled it and found this item from the Fodor website, telling some specific dialing details:
http://www.fodors.com/world/asia/china/hong%20kong/travel_tip_2000098.html
Also, as far as country codes go, this is an excellent reference site that I use as well for understanding dialing patterns for most international dial plans: (the one I have referenced is an example call from USA / Midwest / Chicago, IL to Hong Kong)
http://www.timeanddate.com/worldclock/dialingcodes.html?p1=64&p2=102&number=
I hope this helps as a start.....

Hi,
You've probably sorted this by now...
But OFTA is the Hong Kong Telecoms authority.
They have a great numbering plan doc on their website.. actually one of the better ones I have seen. Complete enough to be able to build all the CCM route patterns required.
Check out:

Cheers,
Tim
