Can the Cisco 1720 be set up to give priority to SIP/IAX connections for VoIP?
i.e.: If I have a huge file I'm uploading, and I'm making VoIP calls, I want it to throttle back the file upload so that VoIP gets the bandwidth/speed it needs. Is it do-able with a Cisco 1720?

It'll be connected to our T1 connection.

Then it's a simple "policy map" that gives priority to voice packets. All would be more easy if you can male sure that these are marked with DSCP EF, per current best practices.
Once you have it installed write back if you need a configuration example.

Great. It looks like it'll actually be a managed router, managed by our T1 provider (AT&T), so as long as I tell them to make sure they do that, I should be all set.
