CCM5.1, PAB for 600 contacts

I want to sync outlook contacts to IP Phones with PAB tool. when I ran the tool, got successful message but only 24 entries and another 24 if I re-run the tool... Cannot update as one time whole 600 users into IP Phone..

Is there any restriction to sync many users in a time?

Are trying to integrate your PA server with Unity, what's the version you are running in your PA.
