Gatekeepers use

Can you design a Gatekeeper so that

Site A extension 2xxx Site B extension 3xxx on the same Cluster, can you design a GK so that when Site A calls Site B you route the call to the GK via route pattern 3xxx and use Seq commends so the call first tries dial-peer VOIP first ( IP address of Site B router SRST) if the WAN is up - all ok but if the WAN is down then use SEQ commend to route the call to a second dial-peer voip ( IP address of Site A`s Telco gateway) which has Telco access- the idea is if Site B is down NOT BUSY then GK will automatically re-route the call to Site A`s own Telco Gateway to send the call out on the telco after some translations . AAR works in WAN being oversubscribed but not when down. Would you use SEQ commends or preferences what is the difference?
