I am looking for a Cisco router with 2 ADSL2 ports that can also load balance. I want one dept. to access limited connection speed and the other dept. to have the majority of both broadband connection speeds. Any sugguestions?

hwic-1adsl, the card that you must add to the base router, supports ADSL2+, see data sheet:

The smaller model you can get is a 1841 with 2 x hwic-1adsl cards.
You can balance and assign connections as you like better, but you must be familiar with cisco IOS.
Hope this helps, please rate post if it does!

Thanks for your response, can I confirm that the 1841 is a Dual ADSL1 unit. Could you recommend an ADSL2 unit.
