I have been assigned the following from my ISP.
WAN: 199.0.161.246 /30 (255.255.255.252)
Your IP Address Subnet Block:
Network: 199.0.169.16 /29
NetMask: 255.255.255.248
Broadcast: 199.0.169.23
Default Route: 199.0.161.245
I have a Cisco 1760 with a 4 port switch. I setup FastEthernet 0/0 as 199.0.161.246. Should I then setup a Vlan as 199.0.169.17 and assign .18 and .19 to my servers?

Yes, it should work.

Make sure to incorporate a default route to 199.0.161.245 (ISP router connected to you) in your configuration.
Other than that, it should work provided the ISP is announcing the 199.0.169.16/29 out to the internet.
The servers .18 and .19 should have a default gateway to .17.

I have completed that. The servers can see each other, but I can not get to the internet. My WAN, fastethernet0/0 is up, but the protocol is down. When I look at ip routes, it says Gateway of last resort not set. Its shows 199.0.169.0/29 is subnetted, 199.0.169.16/29 is directly connected , VLAN1.
Any suggestions?

We need to make sure the interface is up/up before dealing with any ip route issues.
What's the device providing the connection to F0/0?

It is connected via Ethernet in a hosting colo.

You need to troubleshoot that connection. Make sure the encapsulation matches (are they using PPPoE?) and the wiring is correct.
The goal is to have the FasEthernet up/up.

I have entered the default route. When I look at routes, it still says Gateway of last resort not set. Is this normal?

The next-hop is not available at the moment since the FastEthernet is down. Once the FastEthernet is up/up, the route will be shown.
Wasn't I helpful on my previous post? not sure about the rating of '1'.
There is nothing I can suggest about bringing a LAN interface up/up other than checking wiring issues. Is that simple.

PPPoE is done over Ethernet and that's the only protocol that I can think of, which would prevent an LAN interface from coming up/up if the wiring is fine.
If it's Ethernet to another router, you need a xover cable.
