This is a question in the Voice CCIE lab...
You can use UCCX(IPCC) if you have one.
As far as I know there is no workaround on the CUCM only.

CUCM by itself does not have this functionality
i've implemented this other way in which they don't dial a pwd but the one that is inside the MeetMe can accept or deny
i created a meetme DN, i created a number in CUCM which was CFA to VM, in unity i matched a call routing rule in which i attemped a transfer to a dummy call handler. the dummy call handler had the transfer rules to call the meet me DN with supervised transfer and asking for the user's name and also announcing and giving the option to accept or deny the entrance.
i know it's not a pwd but it's a way to limit who enters the meetme and also to know the name of the calling party.
