Is it possible to use 2 pairs of Cisco 857 routers to link 2 sites over 2 IPsec connections and use HSRP on each site to provide a higher level of availability than with a single IPsec tunnel?
That's possible, but why not run a routing protocol and load balance or increase a metric if you just want failover? That way the tunnel will always stay up and failover will be quicker (assuming the tunnel would have to build once HSRP jumped to the other router). There's a pretty good book on building fault tolerant VPNs.
