Which specific timer? The RTO?

The RTO isn't related to the hold timer at all--the response time (the SRTT) from each peer is measured in real time, and the RTO is set from that. If the EIGRP neighbor relationship hasn't been up very long, it's very possible for the RTO not to reflect reality--there are just too few packets with measurable round trip times for EIGRP to measure the SRTT correctly.

the RTO is an interval between the retransmission, but i what to know why the default 16 times transmission change to more than 28 times?is there any document for this topic?

thanks

The RTO is based on the SRTT, so if the SRTT changes, the RTO will change with it.... The RTO is 6 times the SRTT, with a minimum of 200ms, and a maximum of 5 seconds.
