Multiple FXO lines not working

Hi,

Me have a customer who is having a scenario like one HQ & one branch router . HQ router have 2 FXO ports connected to epabx lines.( Line number 71 & 72. BR router have 2 fxo ports connected to Epabx lines ( Line number 21 & 22). Now the problem is I can make one call from other PBX extensions, but when I try to make call from any other extension my call goes up to local PBX from there if I tried to dial remote extension I can't. see the config below...Please advice..
