Problem in Router 1841 - Route-map function

hi , everybody

please help me in cause,in my school has 2 adsl [dynamic IP from ISP] i connect 2 line into my router [R1841+2WIC-ADSL] my config in file.

if 2 link is normal, everything is good but

in case when link 1 down, service in route-map on link 1 [every service not include ftp] it not take to link 2 , by the way in case link 2 down, service in route-map on link 2 [ftp only] it not take to link 1

please help me because now internet in my school slow for tranfer homework of student.

can you send the output of show policy-map interface x/x
