Fast busy when dialing "proxy" 911

New install of CER1.3 I am using 6666 as a "proxy" for 911 while I do a test configuration. I have a CTI Route point with a DN of 6666 controlled by the CER. I have also configured a test ERL with an ELIN. The pattern is modelled after the install guide. 10.6666. I added a transform mask of 4345 to send any calls to my POTS desk phone to execute the test. If I dial 10.6666 from an IP phone, my POTS desk phone rings as expected. However, if I dial 6666 from my IP phone, I get fast busy and no activity on the web alert page of the CER.

I have this problem too.
