1841 Router -QSIG

Does anyone know if the 1841 supports the VWIC-1MFT-E1 module for basic QSIG functionality because the 1841 product documentation indicates data only.

I am not sure what (data only) means ?

Data only means that the router does not support terminating voice channels, hence it cannot be used with any PBX, QSIG or not.

The smaller router model that supports QSIG and more is called 1861. You also need a PVDM2-xx where xx is the number of voice channel you intend to handle (8, 16, 32, 48 or 64).
