Historical Reports not launching

I am getting the folowing errors

The process Scheduler\ReportScheduler.exe failed to start. Please check the log files for more details.

or

The process CiscoAppReports.exe failed to start. Please check the logs for more details.

And what does the log files display?

I figured it out. The Run as service is called secondary logon service in XP. Our AD policy is disabling this service.
