Stable and Recommended IOS Versions

For non-SafeHarbor (6500) related devices, can anyone point me to a site where there are recommended and stable versions of IOS?

Perhaps for routers, the classification of GD (general deployment) for an IOS would be the SafeHarbor equivalent. (NB: Believe it's been mentioned on these forums GD will be discontinued.)
