EM & Speed dials, access codes

If a customer uses EM within a single site no problem however if they use EM between sites/ countries then I have a couple of questions

1. If you follow Cisco best practices you configure the physical handset to select the actual PSTN GW rather then the user so if you travel between sites you always use the handsets local GW however if the user has localised Speed dials configured what do you do ? - tell them to enter the full number but what happens with different access codes- see 3

2. If you configure the CCS in the "old" way whereby there are no CSS on the devices only the user level so the user selects the GW then all calls travel back to their home site and use a local GW - no problem

3. If you have an international user access code 9, Europe access 0 , the EM user will have a different access code then a local user

The easy solution is the tell the user the issue and change it via the options page while they are there, dial long hand etc but is there any fancy way of resolving this in CCM. Also with Mobility across clusters again how is it resolved or is it is "CISCO FEATURE"
