Dial from missed or received calls

I have Call Manager 4.2 and want to be able to dial from missed or received calls. Since you have to dial 9 to get out none of them go through. Any advice on how to make that work?

Above is a link. Pretty much if you have a H323 gateway you can use translation patterns or if it is mgcp you can manipulate Clusterwide Parameters (Device - PRI and MGCP Gateway) section, in the service parameters for Cisco CallManager.
