will it be possible to have unequal loadbalancing on two differnt WAN link using any configuration or devices?

Not really. The often mentioned eigrp unequal load balancing works only for process switching and is likely to introduce out-of-order packet arrival, that is a really bad thing. You can manually configure certain destinations on a link statically, hence achieving a certain degree of balancing.

Ok so will it be possible to have any kind of feature in IOS or any devices that will monitor the health of the link and by considering the various point it will switch traffice from one link to other link? like using performance of the link or something any device including router or security or other than cisco.

However for a stable network it is suggested that you make it work first (does it work now ?), then address further optimization as needed.

OER seems to be the intelligent work between differnt routers but my case is I have both the line terminating on same router and dont one is T1 and other is ADSL so in that case is there any thing which can monitor the link and on the base of utilization and all other factor router will send traffic load appropriately on perticular link?
