How do ACL's work when applied to a VTY line as opposed to being on an interface.
Specifically, I have an ACL applied as an ingressfilter that blocks an IP, but I have a second ACL that permits that same IP, but is applied to a VTY line, Will I ever connect to that VTY line with that scenario?

It depends on which direction you are coming in. If you have to enter via the interface where you have an ingress filter then the packet will get dropped there before it is checked against the ACL on the vty lines.
So the only way you could connect would be to come in via a different interface on the router.
Edit - I'm assuming that when you say an IP is blocked you mean that all traffic or at least telnet/ssh is blocked.
