ICM Configuration Manager Problem

Hi, I am running ICM Configuration Manager v. 7.0.0.0 on our IPCC. I am trying to add new External Scripts for the Script Editor and believe I need to do it through the Tools menu on the Configuration Manager. Unfortunatley, when I open the CM it does not have the tools menu. Am I going to the wrong service? Any help would appreciated. Thanks.

Use the explorer tools to configure and manage database records that have hierarchical relationships to other records. In this way, at one time, you can see and update both the individual records and their relationships. You can configure and manage the following records with the explorer tools.
