You can probably create DHCP pools from within SDM, but not for static bindings. I've not used SDM in a while, but I use ASDM to manage my firewalls. Within ASDM, I can create a DHCP pool, but there is no place to configure static bindings.
You will have to do it from the command line as I posted in your previous request.
