No ringback tone on a call transfer

Ok a caller calls in to a receptionist, she then hits transfer once to announce the call but she hears one ring then dead air for about 4 seconds then connects to phone if they answer if they do not answer they hear their voicemail but there is no ringing at this point back to the receptionist, this does not happen all of the time. CCM version 4.1 3 sr3B

I have this problem too.

1. Check that the Cisco CallManager parameter ToSendH225UserInfoMsg is set to True. Go to Service > Service Parameters > Select server > Cisco Call Manager.

2. If this occurs for PSTN callers, make sure that the progress indicatos are configured on the relevant POTS dial-peers and VOIP dialpeers. Refer for configuration. Also refer

Does this work if the Gateways are MGCP or is that just for H323
