For the purposes of emergency notification, is there a way to broadcast over the speaker/intercom to all phone sets not in use on a 7941 system?

CUCM or CME? version?

Arghh delay, those other projcets.
We are using the CUCM version.

CUCM 6.x only provides intercom as a 1:1 feature, it doesn't have configured a paging feature
you can try Berbee's informacast for that putpose.
