UCM BE Mobice Voice Access

I'm reading up on Mobile Voice Access. SRND says works in conjunction with UCM MVA feature and voicexml running on h323 gateway. I assume I need to load a TCL script in flash for this. Can someone point me to a document that gives specific instructions on how to setup and where I can get the TCL from.

Also, is there any reason that if a call comes in over the WAN from overseas (not the PSTN) that I can't get Mobile voice Access to allow this wan call to dial out to the PSTN in the U.S? SRND states calls coming from PSTN, but our callers will be coming from Europe over a WAN connection.
