I need set up the max EM-HDA-6FXO, how many can to be installed in router 3825.

One EVM-HD-8FXS-DID can be installed in the 3825, carrying two EM-HDA-6FXO.

Note, if you're trying to do an high density FXO GW because teclo gives you no other choice, that is not easy with cisco, you should look at using a channel bank instead.

Absolute minimum you need one pvdm2-16 and one pvdm2-8, because you cannot disable the 8 fxs ports on the base modules, so it is 20 channels.

I have confused over this topic, the EVM-HD-8FXS-DID it supports two EM-HDA-6FXO is this rigth?

if it right then I can have 12 FXO but as also I would have FXS? In this case not need FXS what happens with them?.
