NO enough power to boot an IP Phone

Hello Folks,

I have 5 3750 switches which are stacked. The IP Phones are working perfect but as soon as I unplug the cable from an IP Phone and replug it back the Phone does not boot at all. It looks like there's not enough power in the swith to power up the phone. This issue happens at least once a week and everytime I reboot either the stack or the affected swith. the IOS is:

C3750E Software (C3750E-UNIVERSAL-M), Version 12.2(44)SE1, RELEASE SOFTWARE (fc1)

The show log is full of the following message but as per cisco documentation this message is just for information. Here's the message:

Apr 3 10:47:44: %PLATFORM_RPC-3-MSG_THROTTLED: RPC Msg Dropped by throttle mechanism: type 37, class 14, max_msg 32, total throttled 19144

This issue is getting my customer very frustrated. Anybody has any ideas? Please.
