The first place to check would be the calling search spaces. Does the gateway have access to the partition of the fax? I personally choose not to use MGCP for fax, I typically use H323, the prevents any issues that arise via the use of MGCP fax-relay components and takes CCM out of the equation. Hope this helps. If this is not an option, you may try using MGCP fax pass-through.
