Tunnel conf is removed and all the parameters have been reconstructed.However the ACL is not removed.i see the data encr/decr status on the ASA but not abe to send/receive traffic.Should the ACLs also removed in before re configuring?

Better you remove a specific object group, enter the following command:
hostname(config)# no object-group grp_id
You cannot remove an object group or make an object group empty if it is used in an access list.
