Are the Cisco Cat3750, 2811, Cat4006 able to communicate syslog messages
over tcp ports? It seems they use UDP and there is not option for TCP.

The syslog protocol runs on UDP 514

Is it possible to configure these Cisco devices so that syslog can run on another port such as a TCP port?

UDP is the standard for syslog on port 514, so our devices conform to this standard.
The only way I have seen it different is on PIX if its part of IPSec traffic.
