You could do DHCP Snooping, see the documentation on the 2960 (your typical L2 switch)

http://www.cisco.com/en/US/docs/switches/lan/catalyst2960/software/release/12.2_40_se/configuration/guide/swdhcp82.html

I couldn't find any information regarding ip source guard so I assume it's not supported

Thanks

Can we do IP based control on L2 switch.

Like only particular IP address will be connected to particular switch port

IP Based Control ? Do you mean ACLs ?

Well, good question. The documentation states that it can be done

http://www.cisco.com/en/US/docs/switches/lan/catalyst2960/software/release/12.2_40_se/configuration/guide/swacl.html

However, I haven't had the pleasure to do L3 ACLs in L2 switches, so please test away and good luck :)
