Is there a maximum number of zones that a single zoneset can support?

according to http://www.cisco.com/en/US/products/ps5989/products_configuration_guide_chapter09186a008066e7b9.html

16000 memebers in 8000 zones within 500 zonesets is the total limit, you should be able to use any combination as long as you stay within the limits.
