Qos order of operation document on CCO

I am little confused about the single marking and policing example at the end - for me it makes no sense or better it is wrong

does anybody maybe has an explanation ?

somehow the example would make sense if there is a sub service policy-map which would like to use the remarked packet - then it behaves as explained (which makes sense)

I haven't noticed the last example's behavior, but don't often shape within a class unless building a hierarchal policy.

The reference is to 12.2 on a 7513. The 7500 series supported QoS features not seen on most other routers. Newer IOSs might also behave differently.
