with ws-x4013 (sup2) catos 8.4(11)GLX is there a way to apply access-list when using v3, or is it just for v2 extended communities?
want to bind a user/group/view to a set of ipaddr.
is possible?

Access-lists are only for communities, but you can limit host SNMPv3 host access by using IP permit lists.
