Port-FXSLS_PARK state

Hi

I am facing problem that i cannot make call to one of my site. show voice call summary

Try reloading the router ??

I have reloaded the router already. I have also used SHUTDOWN and No SHUT command. The port status changes from PARK to ALERT then it reverts back to PARK state. Any suggestion?
