Rate Limit How to?

i have a cisco 3845 router where port gi 0/0 is connected to internet and gi 0/1 is to lan. WCCP is enabled on port gi 0/0 redirecting out. now if i want to rate limit a single user or a group it does not work, but if i rate limit my proxy it works - but for all users. is there any solution to it that i can rate limit any user with WCCP turned on? urgent help needed.

Note: i'm using real IP, no natting. and i'm rate limiting inbound traffic to gi 0/0.

To configure committed access rate (CAR) and distributed CAR (DCAR) policies, use the rate-limit interface configuration command. To remove the rate limit from the configuration, use the no form of this command

Just idea and need to be tested.

I think You can use WCCP redirect-list to deny set of hosts, then rate-limit them.
