Intercluster with callback redundant solution question

We have one cluster of 2 call managers (5.1) that communicate with another cluster (4.x) via intercluster trunk. This is used for internal calls and for external calls also. We also have a link for failover of external calls to a primary rate interface (PRI-NET5) via a 2811 GW (H323). In order to have callback to work we have enabled tunneling of QSIG via the intercluster. However, recursively from hunt lists this makes our 2811 H323 link to tunnel QSIG which does not work. How can we overcome this problem without using any more intercluster trunks, including SIP trunk that does not work for our purposes?

I have this problem too.
