to measure the respone time, capture a sniffer trace on the client and see when the HTTP 302 redirect is sent from the CSS - check time between client request and the response.
Then check time between the 302 redirect and the next request sent by the client.
Then you should also check how long it takes to fully download the https page.
For that frontend and backend sniffer traces would be needed.
