If your CCNA has already expired then unfortunitely you can no longer recertify. You will have to sit the new CCNA exam again and pass to gain CCNA certification again.

Recertification by passing ICND2 or any of the professional level (642-xxx) exams is only an option while your CCNA is still valid.

Michael is correct about having to re-take the CCNA exams to recertify.

In terms of your CCNA ID, that is actually your Cisco Certification ID. That will stick with you for life, since that is the ID that Cisco uses to keep track of your certification career and activities.
