IPCC "No line available to make a new call"

We have a user who When they double click on anyone's extension, they get this message-- "No line available to make a new call" -- also the user cannot park a call when they try to drag the call and park it. Any ideas?

I have this problem too.

Sounds like a CM issue, do a stare and compare between their phone and someone else who can perform these tasks.
