X.21 configuration issue

Hi All

I am trying to open a telnet connection on port 1998 to a Cisco 876 router (C870-ADVENTERPRISEK9-M) on the same network - 'connect failed'

The source device is running W2003 server.

The reason for my test, is to facilitate connectivity between 2 devices running ODEX software. Initial tests, via an OFTP session to the remote host across an ISDN connection failed.

Router config: -

Are you trying to do X.25 over ISDN to a thir-party device with protocol translation ?

Or what are you trying to do? Please clarify the full network topology.

If it is the above, you would also need some sort of protocol translation commands to the TCP connection to the server. Some config example (more can apply):
